Kyrgyzstan Embraces AI for People Initiative for Progress

The report “A Matter of Choice: People and Possibilities in the Age of AI” emphasizes that artificial intelligence should be viewed not only as a technological transformation but as an opportunity to enhance human development, expand capabilities, and improve lives. It argues that the central question is not what AI will do to society, but how it can be used to create better opportunities, with its greatest value emerging through collaboration between human creativity and machine intelligence. Across sectors such as education, healthcare, and public services, AI is already enabling more personalized learning, improved medical diagnostics, and broader access to essential services, demonstrating its potential to directly support development outcomes.

The report outlines three key priorities to ensure AI delivers inclusive benefits: building economies where humans and AI complement each other, aligning innovation with social goals, and investing in education, skills, health, and digital access. These principles are especially relevant for Kyrgyzstan, which has made steady progress in human development and is now well positioned to leverage AI for inclusive growth. In the country, AI and digital transformation are being applied to strengthen public services, improve healthcare and social protection systems, support digital skills, and empower youth innovation through initiatives such as Digital4Climate.KG.

Supported by UNDP, Kyrgyzstan’s digital transformation agenda is improving government efficiency and accessibility, including the digitization of disability assessments and modernization of health and economic systems under the “Digital Kyrgyzstan” programme. The report stresses that countries must also invest in local capabilities, innovation ecosystems, and context-specific solutions to ensure AI is inclusive and effective. Ultimately, it reinforces that AI is a tool to expand human agency rather than replace it, and that when guided by strong institutions and inclusive policies, it can become a powerful driver of creativity, productivity, and shared prosperity, shaping a future where technology serves people.
