Canada and Finland have reaffirmed their commitment to deeper collaboration in artificial intelligence and digital technologies following a high-level meeting held in Ottawa on April 14, 2026. The discussions brought together Evan Solomon and Sakari Puisto, who emphasized their shared values rooted in democracy, human rights, and the rule of law.
The ministers highlighted the strong bilateral relationship between the two countries and their ongoing cooperation in global platforms such as the Organisation for Economic Co-operation and Development and the Global Partnership on Artificial Intelligence. Building on earlier commitments made by Mark Carney and Alexander Stubb, both sides agreed to deepen engagement in emerging technologies, including AI and high-performance computing.
A key outcome of the meeting was the intention to explore Finland’s participation in a Sovereign Technology Alliance, aimed at strengthening domestic AI capabilities and reducing reliance on external technology dependencies in strategic sectors. The initiative reflects a broader effort to enhance economic security while fostering innovation.
Both countries also agreed to expand cooperation across several priority areas, including improving access to AI computing infrastructure and promoting sustainable digital systems. They will work together to advance the development of safe and responsible AI models, while also supporting wider adoption of AI technologies across industries and public services. Efforts will also focus on reducing regulatory barriers, enhancing innovation ecosystems, and improving government service delivery through digital transformation.
In addition, the partnership will explore collaboration in quantum research, workforce development, and commercialization opportunities, with a focus on strengthening research ties and unlocking investment potential for businesses of all sizes.
The ministers concluded by committing to ongoing dialogue and coordination, aiming to translate these discussions into practical initiatives that drive economic growth, technological leadership, and shared prosperity for both nations.
