OpenAI Launches Program to Build AI-Ready Education Systems

OpenAI has launched Education for Countries, a new global initiative designed to help governments strengthen education systems and prepare future-ready workforces in an era shaped by artificial intelligence. The program responds to a growing gap between the rapidly advancing capabilities of AI and how effectively people are able to use these tools in everyday learning and work. Education systems are seen as a central pathway to closing this gap by embedding AI into teaching, learning and institutional operations.

Research indicates that nearly 40 percent of today’s core workforce skills are expected to change by 2030, largely driven by AI. By integrating AI tools, training and research into schools and universities, education systems can evolve alongside these shifts. The initiative aims to support personalized learning, reduce administrative burdens for educators, and help students develop practical AI skills aligned with future labour market needs.

Education for Countries operates as a pillar of OpenAI for Countries and is implemented in collaboration with governments, ministries of education, universities and research institutions. Participating education systems gain access to advanced AI models and learning tools that can be adapted to local priorities, alongside national-scale research to better understand how AI affects learning outcomes, teacher productivity and workforce readiness.

The initiative also emphasizes large-scale evidence generation to guide policy and system design. Through long-term research partnerships, participating countries can assess how AI influences education quality, equity and efficiency. These insights are intended to inform national strategies for workforce development while contributing to the responsible evolution of AI technologies in learning environments.

Training and certification form a core part of the program, with tailored capacity-building for educators and students to ensure practical and responsible use of AI. By aligning training with national workforce priorities, the initiative seeks to give learners meaningful skills while providing employers with clear signals of AI competency.

The first cohort of participating countries includes Estonia, Greece, Italy, Jordan, Kazakhstan, Slovakia, Trinidad and Tobago, and the United Arab Emirates. Early implementation in Estonia demonstrates how nationwide deployment of AI tools in secondary schools and universities can reach tens of thousands of students and educators, supported by long-term studies measuring learning outcomes over time.

As AI is introduced at scale, the program promotes a phased and cautious rollout, prioritizing educator readiness and student safety. High-school access is piloted in close collaboration with local authorities, while protections for young users and AI literacy resources are strengthened through partnerships with trusted organizations.

Education for Countries reflects OpenAI’s broader mission to ensure advanced AI benefits everyone by expanding access to opportunity rather than reinforcing inequality. By supporting education systems, workforce preparation and inclusive digital skills development, the initiative aims to help countries harness AI as a tool for long-term economic growth, social inclusion and innovation.
